The Verdict in the case of Hart v Large
A sobering reminder of the duty we owe and the potential cost of failure. Whether or not you agree with the actions of the courts, surveyor, the expert witnesses, the handling of the case by lawyers and insurers, the conveyancers and architect; at the end of the day a surveyor has been dealt a harsh blow, rendering him near bankrupt at a time when he should be enjoying his retirement after a long and successful career.
Though we do not believe that the case will fundamentally change current industry best practice for PCA members, the fact that this case hinges on the presence of a DPC and the action of the chartered surveyor and others, is significant for us as specialists who are often involved in conveyancing. Our friends at Blue Box Partners have published an excellent article evaluating the case and delivering conclusions. New BMI Tool – A ‘Game Changer’
We are proud to have recently launched our Building Moisture Index (BMI) tool. For those that do not know much about it, this cutting-edge technology identifies exactly what the excess moisture issue is within a building/home, in a way that is clear and understandable for all – a ‘game-changer’ like no other in the market.

Amenity Forum Update
We have been asked by The Amenity Forum to assist with ‘The Amenity Survey 2020’. We hope that many of our members will show their support in assisting Defra and the Amenity Forum with gathering more information on pesticide use in the invasive weed sector, and how important pesticide use is in seeking to maintain safe, healthy and sustainable amenity and sports spaces fit for purpose. Members can access the survey via the button below.
In addition, The Amenity Forum is holding their ‘Updating Events’ on the following dates:
- February – 9th, 11th, 23rd & 25th / March – 4th

TBIC Meeting
Earlier this week your Technical Manager James Berry attended the Technical Marketing Committee of The Basement Information Centre’s (TBIC) first virtual meeting for 2021. Your Association has a long standing relationship with TBIC and together we look to raise standards and promote the virtues of utilising underground space. Items discussed included:
- Ground Gases and Basements Technical Document – in its final review phase
- Guidance Document: Basements for Dwellings – looking to make this available as separate documents for each of the building regulations
- A series of on demand webinars on topics such as ‘Planning a Basement’, ‘Designing a Basement’ and ‘Waterproofing Design to BS 8102:2009’ etc.,
Whilst it looks like 2021 is set to be another year of remote working and learning, these could prove a very useful resource for CPD.
Helpful Advice for the Construction Sector
Whilst construction work can still take place during lockdown, there has been concern regarding overcrowding on public transport. BuildUK has produced a simple guide to ‘Travelling in London during Coronavirus’ for construction workers.
The guide contains practical advice on getting to a place of work, together with a helpful poster to display on site to remind workers to take other means of transport where possible. Sharing information like this will help to reduce overcrowding on the network and avoid any further restrictions being imposed on the sector.
